This quote is most often used in reference to pain during childbirth. The reason being that when a woman is in labor, her pain receptors are being bombarded with the same message every second of the day. It can become very easy to focus on the pain instead of the pleasure of touching the baby. A woman who finds joy in touching her baby will have a much easier time birthing him or her.

This quote is also an interesting analogy for touch in general. We have receptors in our skin that are constantly being stimulated by touch, which is why we like to touch things that hurt us (or others) less often than things that make us happy (or others).
